As one of the most respected Missouri legislators by both sides of the political aisle, Franc Flotron brings eighteen years of legislative experience and accomplishments as one of the two founding principals in Flotron & McIntosh.
In 1982, at age 27, he was elected to the Missouri House of Representatives, where he served as Assistant Minority Floor Leader from 1986-1988. He was elected to the Missouri Senate in 1988 to fill the seat of retiring Senator A. Clifford Jones. He held numerous leadership posts and his colleagues in the Senate elected him Republican Minority Floor Leader in 1992 and 1994. He was the youngest person to hold that post in state history. In his public life, Senator Flotron was a leader in areas dealing with education, health care, economic development, campaign finance reform, education and business environment. He used creative, market-based, conservative principals to shape public policy. As a governmental consultant, one of Franc’s greatest strengths is his ability to see opportunities in the legislative process and know how to implement an action plan to achieve results. Major accomplishments of his legislative career include: - Reformed the Missouri Department of Revenue by placing the burden of proof on the state instead of the taxpayer--"innocent until proven guilty."
- Created Missouri's "Charter Schools" law, bringing competition and accountability to inner city schools. He introduced and consistently supported educational choice legislation, including waivers for parents who send their children to private schools.
- Created new Missouri jobs through innovative "CAPCO" legislation, which provides millions of dollars of venture capital investment in new and expanding businesses through the private sector.
- Eliminated the nuisance "franchise tax" on businesses with a net worth under $2 million.
Franc Flotron is a staunch supporter of the free-market system, and business groups have recognized him for his consistent and strong support for small business owners. In 1992, he received the Spirit of Enterprise Award from the Missouri Chamber of Commerce--its highest award. He was the first Missouri legislator to receive the National Federation of Independent Businesses Small Business Guardian Award.
